the LAC Carbon Policy Tracker

The Policy Tracker for Agricultural Carbon Markets is a digital tool developed by the Partnership for Agricultural Carbon (PAC) to map, compare, and analyze public policies related to carbon markets in the agricultural sector in Latin America and the Caribbean.

This site offers a regional database, updated and validated by experts, that provides insight into the status of regulatory and governance frameworks that enable the integrity and scalability of these markets in the region.

The development of agricultural carbon markets faces significant challenges: incomplete regulatory frameworks, low levels of investment, and political and technical uncertainty. This tracker was created to:

  • Strengthen decision-making based on rigorous evidence.
  • Support climate investments by showcasing strong regulatory environments.
  • Reduce risks and increase transparency in agricultural carbon markets.
  • Empower local actors (producers, investors, technicians, and governments) through clear and accessible information.

The platform was designed by BIOCARBON in its role as Interim Executive Secretariat of PAC, and funded by the Voluntary Carbon Markets Integrity Initiative (VCMI). Its development followed a rigorous process:

  • More than 15 international trackers were analyzed to define its structure and avoid duplication.
  • Its content was validated by the PAC Expert Group and through dialogue with PAC members and partners.
  • The database was built through a systematic review of national policies, legislation, fiscal instruments, pricing mechanisms, and Monitoring, Reporting, and Verification (MRV) systems.
  • Data intelligence and interactive visualization have been incorporated using open-source tools to ensure its long-term sustainability and public-interest function.
This site is intended for different audiences:
Policymakers: can identify regulatory gaps, explore successful models, and access regional comparisons.
Investors and development banks: can assess “investment readiness” and enabling regulatory frameworks.
Farmers and associations: can understand the regulations applicable to their national context.
Analysts and academics: will find comparable and updated data for their research.
Media and civil society: access to clear, transparent, and evidence-based information.
